- This special teleconference was called to restructure the IESG
- management of Lower Layer Working Groups. This re-organization was to
- address OSI Integration, Transport and Services, and Internet.

- MINUTES -------

- The IESG agreed on a two step re-organization. The first step, the
- integration of OSI into other IESG areas will happen immediately. The
- second step, the split of Transport and Services and further Working
- Group re-alignments will be the basis for the selection of new IESG
- members and will take place in March.

- Several proposals were discussed. The OSI Integration was discussed
- previously and was re-affirmed. The creation of a new separate
- multi-protocol Internet Area was rejected as not meeting the intended
- goal of integrating other protocols into the Internet. The IETF is
- responsible for engineering the co-existence of other network protocols
- with IP and the interoperation issues with IP. Separating this function
- from the IP area was not felt to be an improvement.

- The Transport and Services area as now defined is a hybrid area created
- to meet the needs of the IETF given specific staffing. In order to
- select an appropriate Area Director, the area was split into two new
- areas reflecting the separate functions, Transport and Service
- Applications. Transport will encompass those protocols running over IP
- and protocols to be used by application protocols (RPC). Service
- Applications will encompass the applications which support host
- services, such as DNS, NTP, and Service Location.
