  34. This special teleconference was called to restructure the IESG
  35. management of Lower Layer Working Groups.  This re-organization was to
  36. address OSI Integration, Transport and Services, and Internet.

  38. MINUTES -------
  39.  
  40. The IESG agreed on a two step re-organization.  The first step, the
  41. integration of OSI into other IESG areas will happen immediately.  The
  42. second step, the split of Transport and Services and further Working
  43. Group re-alignments will be the basis for the selection of new IESG
  44. members and will take place in March.
  45.  
  46. Several proposals were discussed.  The OSI Integration was discussed
  47. previously and was re-affirmed.  The creation of a new separate
  48. multi-protocol Internet Area was rejected as not meeting the intended
  49. goal of integrating other protocols into the Internet.  The IETF is
  50. responsible for engineering the co-existence of other network protocols
  51. with IP and the interoperation issues with IP. Separating this function
  52. from the IP area was not felt to be an improvement.
  53.  
  54. The Transport and Services area as now defined is a hybrid area created
  55. to meet the needs of the IETF given specific staffing.  In order to
  56. select an appropriate Area Director, the area was split into two new
  57. areas reflecting the separate functions, Transport and Service
  58. Applications.  Transport will encompass those protocols running over IP
  59. and protocols to be used by application protocols (RPC).   Service
  60. Applications will encompass the applications which support host
  61. services, such as DNS, NTP, and Service Location.
  62.

  64. the two phases of IESG re-organization.
